YouTube Expands AI Deepfake Detection to Politicians and Journalists

Deepfake manipulation of public figures has been a growing concern heading into and out of recent election cycles, with AI-generated video increasingly used to fabricate statements by politicians and officials. Against that backdrop, YouTube announced Tuesday an expansion of its existing likeness detection technology to a new category of users: government officials, political candidates, and journalists.

The feature is not new. According to the announcement, YouTube originally launched it to approximately 4 million creators in its YouTube Partner Program following earlier tests. The expansion now opens a pilot program specifically targeting people in the civic space — those whose AI impersonation carries particular risks to public discourse.

How the Tool Works

The mechanism mirrors the platform’s existing Content ID system, which flags copyright-protected material in uploaded videos. The likeness detection feature scans for AI-simulated faces and, once a match is identified, gives the eligible user the option to request its removal. That request is not automatically granted. YouTube evaluates each case under its existing privacy policy guidelines, weighing whether the content constitutes parody or political critique — both considered protected expression.

To access the tool, pilot participants must verify their identity by uploading a selfie alongside a government-issued ID. From there, they can create a profile, review detected matches, and submit removal requests where they believe a violation has occurred.

“This expansion is really about the integrity of the public conversation,” said Leslie Miller, YouTube‘s vice president of Government Affairs and Public Policy. “We know that the risks of AI impersonation are particularly high for those in the civic space. But while we are providing this new shield, we’re also being careful about how we use it.”

Labeling and Scope

AI-generated videos on the platform are labeled, though placement varies. For general content, the label appears in the video’s description. For content covering more sensitive topics, the label appears directly on the video itself. Amjad Hanif, YouTube‘s vice president of Creator Products, explained the reasoning: “It could be a cartoon that is generated with AI. And so I think there’s a judgment on whether it’s a category that maybe merits from a very visible disclaimer.”

Among creators already using the tool, the volume of actual removal requests has been low. Hanif noted that “most of it turns out to be fairly benign or additive to their overall business.” The company acknowledged that the same may not hold true once the tool is in the hands of public officials and journalists.

YouTube has not disclosed which politicians or officials will participate in the initial pilot, nor has it shared data on how many deepfake removals the technology has processed to date — describing that figure only as “very small.” The company is also advocating federally for the NO FAKES Act, legislation that would regulate unauthorized AI recreations of an individual’s voice and visual likeness.

Looking ahead, YouTube says it plans to give users the ability to block violating content before it goes live and, potentially, to monetize matched content — similar to how Content ID operates today. The company intends to extend deepfake detection beyond faces to include recognizable voices and other intellectual property such as popular fictional characters.
